Theme 1: Arctic environmental change and protection/主题一：北极环境变化与保护
The Arctic region comprises many key constituents of the Earth's climate system. Its ice, land, atmosphere, ocean and habitats are both drivers and subjects of global change. Fluctuations in Arctic ocean circulation, land and sea ice cover, permafrost and vegetation all impact directly on regional biota and human populations, but also on the global energy balance and sea levels, on international trade and on the global economy. With the speed of change increasing ever more rapidly, our understanding of polar environments and their wider interconnections has never been more urgent. So has their protection and preservation through both local and global initiatives.
北极地区是全球气候系统的关键组成部分。这里的冰川、土地、大气、海洋和栖息地既是全球变化的驱动力,也是全球变化的主体。北极洋流、陆地和海冰覆盖,多年冻土和植被的波动直接影响其区域内的生物和人类,也影响着全球能源平衡、国际贸易以及全球经济。随着其变化速度加快,我们对了解极地环境及其更广泛的相互关系从未如此迫切。 同样,也迫切地需要通过本地和全球计划对极地环境加以保护。
Theme 2: Antarctic environmental change and protection/主题2：南极环境变化与保护
Although distant, remote, without native population or proprietor, the Antarctic continent is integral to the Earth system. It is also increasingly interconnected into the fabric of globalization. As found through oceanographic research, the analysis of ice cores, or the long-term monitoring of ice mass balance and dynamism across the East and West Antarctic ice sheets, what happens in the rest of the world impacts on Antarctic environments, and changes in Antarctic environments are felt across the Earth. For example through sea level rise, ozone depletion, or ocean-atmosphere interaction. This implies that the understanding, monitoring, and preservation of Antarctica has become an issue of primary importance for the international community. Finding ways to promote global governance and the protection of Antarctica in line with scientific findings and democratic interests must continue to develop as a core issue for international organizations and governments.
南极大陆虽然遥远,没有本地居民或所有者,但它却是地球不可分割的一部分,并且与全球化紧密联系在一起。通过海洋学研究、冰芯分析或对南极东西冰盖的冰量平衡和动态的长其监测发现,全球各处均能感知到南极环境的变化,诸如海平面上升、臭氧消耗、以及海洋和大气间的相互作用。这意味着,对南极洲的了解、监测和保护已成为国际社会最重要的问题。寻找符合科学发现和民主利益的促进全球治理和保护极地环境的方法,势必成为国际组织和政府的核心问题。
Theme 3: Polar resources, exploitation and conservation/主题3：极地可持续发展与保护
The Polar Regions comprise abundant resources, including some of the world's largest reserves of oil and gas, rare minerals and fisheries. The Arctic and Antarctic are also becoming increasingly popular tourist destinations. Where it is permitted, the exploitation of polar resources and the development of polar tourism have the potential to negatively impact polar environments. Moreover, when compared with other regions of the Earth, the Polar Regions’ speed of environmental recovery is slower. Clean-up operations take longer and are much more complex. It is therefore the common responsibility of all polar industry participants to ensure that polar environments are fully protected, to reasonably develop and utilize polar resources, and to establish effective industrial and international cooperation to manage or restrict the exploitation of polar resources.
